It is not against Adsense policies. As a matter of fact, Google Adsense fully supports the monetization of one website with multiple Adsense publisher accounts.
What this means is that two persons can come together to setup a blog or website tool addressing a particular need online. Once the platform grows, each of them can monetize his own page on the platform using his own Adsense Publisher ID and it will not in any way affect the other person from doing the same.
A better way to do this will be use different subdomains, subfolders or subdirectories.
